CNRED equivalence: when you need it and how to get it

Of all the administrative formalities involved in getting into a Romanian university, CNRED equivalence is probably the most misunderstood. Some applicants think it is compulsory for everyone. Others have never heard of it and discover the problem in September, when their final enrolment is blocked.

This guide settles it once and for all: who needs CNRED equivalence, when to apply, how to obtain it, and how to stop it delaying your admission.


What is CNRED?

CNRED (Centrul Național de Recunoaștere și Echivalare a Diplomelor) is the body within the Romanian Ministry of Education responsible for the recognition and equivalence of foreign qualifications.

In plain terms: it is the office that verifies that your secondary school leaving certificate — the French baccalauréat, the German Abitur, the Italian diploma di maturità, A-levels, and so on — is genuinely equivalent to the Romanian bacalaureat, and that issues you a certificate of equivalence you cannot enrol at university without.

Who needs CNRED equivalence?

Case 1: European Union students — YES

If you are a citizen of the EU, the EEA or Switzerland, CNRED equivalence of your school leaving certificate is compulsory in order to enrol at a Romanian university.

That applies whether your qualification is French, Belgian, German, Italian, Swiss or from any other EU country.

Case 2: Non-EU students — NO (a different procedure)

If you are a non-EU citizen (for example Morocco, Tunisia, Senegal, India, Pakistan), you do not go through CNRED. You need a Letter of Acceptance to Studies issued by the Romanian Ministry of Education through a different channel (the DGRIAE — Directorate General for International Relations).

CNRED only handles equivalences for EU/EEA/Swiss citizens.

Case 3: Romanian citizens who studied abroad — YES

If you are a Romanian citizen but obtained your school leaving certificate in another country, you too must go through CNRED to have it recognised.


When should you apply?

📌 Do not start this at the last minute. CNRED processes files within 30 working days maximum, but during peak season (June–August) delays are possible.

A special case: conditional admission

Some Romanian universities allow conditional enrolment: you can apply and even be admitted without the CNRED certificate, provided you supply it before term starts (September–October 2026).

The university will sometimes forward your file to CNRED itself. Check whether this is possible in your target university’s admission methodology — it can save you valuable time.


How to obtain CNRED equivalence, step by step

Step 1 — Prepare the documents

Step 2 — Pay the fee

Payment methods:

  • In cash at the CNRED counter in București (Monday to Thursday, 9am–12pm and 1pm–3pm).
  • Online via ghiseul.ro (bank card).

Step 3 — File the application

Filing online: the electronic platform is called PCUe (Punctul de Contact Unic electronic — the electronic Single Point of Contact). You create an account, upload the documents and track progress there.

Step 4 — Receive the certificate

CNRED issues you a Certificate of Recognition / Equivalence confirming that your secondary school qualification is equivalent to the Romanian bacalaureat. This certificate must be attached to your university application.

The official processing time is 30 working days maximum (roughly 6 weeks). In practice it can be quicker outside peak season (March–May) or slower during the rush (July–August).


Frequently asked questions

Is CNRED equivalence compulsory at every university?

Yes. For EU citizens, equivalence of the school leaving certificate is compulsory for any enrolment in Romanian higher education, whichever university you choose.

How long does it really take?

In practice, allow 4 to 8 weeks between filing a complete application and receiving the certificate. In the quiet season (February–April) it can come down to 3–4 weeks. At peak (June–September) it can reach 8 weeks or more.

Can I apply to the university before I have the equivalence?

Yes, at some universities. Many allow conditional enrolment: you are admitted subject to supplying the CNRED certificate before term starts. Check this point explicitly in your university’s admission methodology.

Does CNRED handle equivalence of the medical degree itself (for practising)?

Yes, but it is a different process. Equivalence of the Romanian Doctor-Medic degree in order to practise in France does not go through CNRED — it falls under European directive 2005/36/EC on the automatic recognition of medical qualifications within the EU. Conversely, a doctor trained abroad who wishes to practise in Romania must go through CNRED for academic recognition of the degree, then through the Ministry of Health and the Romanian College of Physicians for the licence to practise.

Traps to avoid

Trap 1: Waiting until September to apply

By September CNRED is swamped by the thousands of international students enrolling across every Romanian university. Your file can take 8 weeks or more — and term will have started before it comes back.

The fix: file your CNRED application in February–March 2026, even if you have not yet chosen your university.

Trap 2: Sending documents without an apostille

CNRED is an official Romanian body. It requires your foreign documents to carry an apostille (or full legalisation for countries outside the Hague Convention). A certificate without an apostille means a rejected or stalled file.

Trap 3: Assuming “EU” means no formalities

EU membership does simplify things — no visa, the same tuition fees as Romanians on Romanian-taught programmes, automatic recognition of the final degree — but it does not exempt you from CNRED equivalence of the school leaving certificate when enrolling in first year.

Trap 4: Confusing CNRED and DGRIAE

  • CNRED: for EU/EEA/Swiss citizens → equivalence of the secondary school qualification.
  • DGRIAE: for non-EU citizens → Letter of Acceptance to Studies, a separate procedure.

If you are non-EU and file with CNRED, it will be sent back. Check your eligibility carefully.
